Below is an annotated list of properties under Notice for Covenant Violations. It cites the violation and the street, with the street number redacted to protect the privacy of the owner(s).  Its purpose is to communicate to homeowners that the ACC is fulfilling its promise to the neighborhood.

DUMPSTER DAY and CHIPPER

The Meadow Hills Estates HOA are once again planning for spring cleaning for all of our residents.  
 
Back by popular demand is "Chipper Weekend". Your HOA has confirmed Baum Crew Tree Care, LLC a fully licensed and insured company to come through the neighborhood to pick up and chip branches 10" in diameter or less. Any branches bigger than a 10" diameter will not be taken.  If you would like to arrange the services of Baum Crew Tree Care outside of the HOA sponsored limb pick up we would encourage you to contact them directly:

Dates for chipper weekend are May 18-19.  Please have limbs at the end of your driveway near your mailbox by 9:00 am on May 18.  They will not come onto your property to remove limbs - they have been instructed to only take limbs 10" or less that are piled near the street. If you need additional tree trimming or haul away services please contact them directly.  
 
We will also be hosting dumpster weekend on May 31 and June 1. Two dumpsters will be delivered the morning of May 31 and then will be swapped out the morning of June 1.  Dumpsters will be located at the following locations:

  • 14721 E Kenyon Avenue

  • Between 3902 and 3912 S Elkhart Street

Please do not fill the dumpster above the top of the wall. Dumpster usage is for MHE residents in good standing with the HOA.      
 
Dumpster "hosts" will monitor usage and we ask that you help keep things tidy around the dumpster when using.

The Board of  Directors will hold a special meeting on January 23, 2024 at 5:30 PM to discuss a proposal from Melissa Haines to resume accounting services and a proposal from Lynn Miller and Margie Webb to handle the website and communications. These services are essential to complete the transition from Centennial Property Services, which terminated the agreement following membership vote in November 2023.

January MHEHOA Board Meeting

The Board of Directors met on January 10. Jill Taylor-Pepper and David Pepper opened their home to the Board of Directors and homeowners linked in by Zoom. There is support to continue in-person meetings as well.
 

Soliciting New Board of Directors Member 

The Board of Directors is soliciting a volunteer to serve on the Board of Directors. Before the January meeting, Judi Warkentin resigned from the Board. Under the Bylaws, §5.6, the Board of Directors fills a Board vacancy, which occurs due to resignation. The term will end in 2024. Please contact any Board member, if you are interested. The Board would like to fill the seat at the February meeting.

Many homeowners have expressed a desire to become more active on the enforcement and architectural review issues. The Covenants, Conditions and Restrictions (CC&Rs) limit the Committee number to three persons, at least one of whom is a Board member. The Architectural Control Committee (ACC) operates with a great deal of autonomy from the Board, which makes sense since Meadow Hills Estates had a number of unbuilt lots when the CC&Rs were first adopted and later amended in 1976 and then again in 1992. Times have changed and perhaps the ACC should as well.
 
There are at least two options to expand homeowner participation. 1. Amend the CC&Rs to expand the Committee; or 2. Amend the Bylaws to provide for an ACC advisory committee made up of homeowners; or 3. A combination of the above actions.
 
The work done by the ACC in the last year shows that it has served two very different but related functions. The Committee processed numerous landscaping and exterior approvals, such as removal of sod, fence installation, and painting trim. It also undertook CC&R enforcement, an objective that remains a work in progress.
 
Regardless of the final form, expansion of homeowner participation will require amending the CC&Rs or the Bylaws or both.

Transition from Centennial Property Services 

Centennial Property Services terminated its contract effective December 31, 2023. This requires the Board to replace those services. While there was discussion at the Annual Meeting, the Board did not undertake any formal action.

Accounting Services 

Melissa Haines previously performed the bookkeeping, dues notices, and tax returns. She has provided a written proposal to resume these services. The Board of Directors will meet to review and vote on her proposal. We anticipate the dues notices to be sent shortly.
 

Web Site and Homeowner Communications 

Centennial Property Services shut down the web site. The Board is soliciting web site services. Lynn Miller and Margie Webb had indicated interest in taking this work on at the December Annual Meeting and have provided a proposal. Please send any proposals to connie@cebrooks.com or to any other Board member.
 
The MHE web site before Centennial Property Services remains intact and can be restored with renewal of the subscription. This will also allow communication via Mail Chimp.
 
Until the web site is restored, we will communicate by email.
 

Retention of Another Property Services Company 

The Board continues to discuss the merit of retaining a company solely to enforce CC&Rs or more. There is no intention to hire a company to take over the HOA.

2022 Spring Letter

Dear Neighbors,

Spring has arrived and with that comes home projects!  Anything from painting the house home, new landscaping, or even building a garage.  We want you to know that your Meadow Hills Estates (MHE) Architectural Control Committee (ACC) is here to review your plans for your home projects. Please submit a request for your improvement project by going to our website. 

We want to remind everyone that our job as homeowners and neighbors is to maintain our homes and lots in a condition that complies with our Covenants, Conditions, and Restrictions (CCR’s), By-Laws, and Resolutions. 

While walking and driving around the neighborhood we see things that require remediation including:

  •  Trash cans being visible from the street when it is not your trash day:

    •  Please pull them behind your fence or store in your garage to keep them out of sight.

  •  Items on front porches, by garages and on sides of homes that you would typically find inside the house:

    •  Please place in backyard, in garage or inside the house and out of sight for your neighbors, specifically from the street view

  •  Landscaping and yard debris, such as limbs and branches:

    • These items need to remain out of sight until which time they are disposed of

  •  Vehicles that are untagged, or non-operational autos, etc.:

    • Please move to back yard or store in your garage

  • Trailers that are parked consistently in the driveway or yard:

    • Please put in your back yard or store in your garage

We have an obligation to all homeowners to adhere to our governing documents for home and lot maintenance to allow our neighbors to enjoy their walks and to protect our home values.

We have a wonderful neighborhood here in MHE with our large lots and custom homes.  Home prices continue to be on the rise, and we have become a million-dollar neighborhood which benefits every one of us. Let’s all do our part to keep our home values where they belong.

Announcement from Sherry Sparks

I have resigned my position on the HOA board effective May 30 as I am moving out of the neighborhood.  I appreciate the opportunity to serve you on the board and encourage you to consider volunteering as my replacement.  My duties have included managing HOA software (Google workspace, Squarespace, MailChimp, GoDaddy, and Community Box) with support from Stacey (Vice President) and Claudia (Secretary and interim Treasurer).  Joining the board and helping the neighborhood sustain and improve is both an honor and a responsibility.  Please consider serving.

Dumpster Days Are FAST Approaching!

Dumpster days are June 3 and 4, Bobby Schiff has agreed to host dumpster #1 at 14801 E Jefferson Ave. Stacey Elswick will host dumpster # 2 at 3902 S Elkhart Ave. while Claudia Van Buren will monitor usage at the Elkhart location. Dumpsters are for use by MHE residents only, these are for yard refuse, no furniture or household items. Dumpsters will be changed out Saturday morning. Thank you neighbors.

Seeking Homeowner Input on Detached Garages

At the annual HOA meeting in December the homeowners voted to allow detached garages in our neighborhood. To move forward the Board has requested that the ACC committee put together a set of specific guidelines and standards to be followed for location, structure, and design to approve any requests to add detached garages. This will provide consistency in approvals as well as guidance to maintain and enhance the value of the homes in the neighborhood.

Recent Break-ins

On 12/26/20, the Board received information that there were two car break-ins, one on So. Dawson and one on So.Eagle, with only one theft occurring from one of those vehicles. Therefore, only one police report was filed, and we are currently looking into whether any camera photos are being reviewed. In the meantime, we would like to outline procedures you should take if you are a victim of a neighborhood crime.

If a crime has been committed, and assuming this is a non-emergency situation, call the non-emergency line at Aurora Police Department to report the crime and fill out a full report to receive a case report number.  All further contact tracing will take place referencing that case number.  Then, please contact our PAR officer Stacy Sparks to get her in the loop so that she can start following the case along with us.  She has been very receptive to getting involved with our neighborhood (she is also the PAR for Bel-Aire Estates).

The next step is to contact the Board, and the first person on the board to contact is the President. The President is the one who will be following up with the APD and our PAR, as our HOA representative, to see if there is any camera footage that might be relevant, and should be screened during the time when the crime(s) occurred.

A Message from the President

December 7, 2020

This past weekend many of you may have received a “newsletter” from an anonymous group that, at first, looked like it had come from the HOA Board. This is because this group used the HOA logo (without permission from the designer) and HOA return address labels to make it look official just to fool you. But I know from talking to many of you already that the ruse didn’t work. Such childish tricks usually don’t.

We don’t know who sent this letter, because once again the authors didn’t have the fortitude to sign it. It has the same characteristics as the deplorable “newsletter” that was stuffed in mailboxes this summer. Those women were identified and reported to authorities, and maybe that’s why the letter was mailed this time. But it contained similar disparaging comments, mistruths, misrepresentations, and flat-out lies, as did the letter this summer.

We have more important things to think about on the eve of our Annual Meeting. We have accomplished so much over the past year, in spite of the daunting challenges the pandemic presented to us. The Board will be discussing many of these successes at the meeting Thursday night, and we have more challenges to address as we move into 2021.

We’ve seen what divisiveness can do to our country at the national level. We don’t want that divisive spirit in our own community. Let’s work together to continue the strides we have made.

1. Webinar Practice Session

This year, due to COVID 19 restrictions, the HOA Annual Meeting will be held via Zoom Webinar. Many of you may have been using Zoom Meetings during the past several months. The Webinar format is slightly different but will still give members an opportunity to meet and discuss the accomplishments over the past year as well as glimpse into what is in store for us in 2021.
Since the Zoom Webinar format may be unfamiliar to you, the Board of Directors will be offering a practice session on December 3. You will all have a chance to practice asking questions and assure that you are comfortable with this new technology before the annual meeting. A Message from the President

The President’s Fall Newsletter
October 2020 

Greetings to all of our homeowners, families, and friends.  I had originally planned for this to be a summer newsletter, but I wanted to wait until several important issues had been concluded, and they have.  So, here I am to report the good news to you.

First of all, what a beautiful Fall we have had!  I haven’t seen the fall colors this vibrant in many years, and the temperature has been so enjoyable.  But unfortunately, we have also had to deal with the worst forest fires in our state’s history, and our precipitation has been very low with a state-wide drought right now.  Let’s all pray for a very, wet winter.

I want to compliment everyone in our community on the terrific job they have done in fixing up their homes and yards, both older ones and newer ones, with an enthusiasm I haven’t seen in years.  Our neighborhood looks fantastic, and I think it’s been reflected in the recent sales prices.  Let’s keep up the great work we are doing together!  It’s kind of catching, isn’t it?

Has everyone noticed the new cameras in the neighborhood?  They finally arrived, and they are up!  The four entrances to our community will be monitored 24/7 by Vigilant Solutions license plate recognition cameras, which will report directly to the Aurora Police Dept. HQ, if a crime has been committed in our neighborhood.  We, as an HOA, will not have any direct involvement in servicing or monitoring those video tapes.  We can discuss this issue more at the annual meeting.

The dumpsters and chippers were a big hit in the spring, and again the dumpsters were a repeat huge hit in the fall.  We certainly plan to continue these very popular services.  But the chippers in the spring was very expensive this year, and there may need to be some limits placed on that particular benefit.

The Bylaws Committee reviewed our Bylaws and Resolutions in detail, and then sought the opinion of our legal counsel.  We asked, “What do we have to do to make sure that our documents are up to date and in full compliance with the State, but also in a form that make them easy for us as a Board of laymen to put into practice in an easy way?”  Mark Payne, our lawyer, was more than agreeable to helping us with this approach.  Without an exhaustive review of all of our documents, which would have been unnecessary and extremely expensive, we were able to make the changes that we needed to make our documents complete for a very reasonable price.

Finally, as many of you know, the Board went through some tumultuous days last spring.  In an effort to convert the Board to a more responsive, efficient, and manageable size, the Board decided to downsize to seven members in June.  After that decision there were two open vacancies, and those two positions were filled by Galen Miller and Vance Kutch.  Therefore, I would like to welcome them to the Board; Vance is the new Secretary of the Board.

On a closing note, the Board’s November meeting will be a Zoom meeting in preparation for the annual meeting in December, which will also be a Zoom meeting.  You will be hearing more about all of this in the near future.  Be smart, stay safe.

FALL DUMPSTER DAY 2020 at Meadow Hills Estates

Why: Get rid of unwanted stuff    

Our Fall Dumpster day this autumn will be Friday, September 25th, and Saturday, September 26th. This has been a big event in the past so please mark this on your calendar.  Two big 30 yard dumpsters will be available. One dumpster will be located at 3958 So. Dawson St. and the other at 14700 E. Jefferson Avenue.  We are moving these dumpsters around each time in the hopes that access and convenience for all homeowners would be about the same. The schedule that Spartan gives us is that the empty dumpsters will arrive sometime early on Friday morning the 25th.  Spartan will pick up the full dumpsters by 2:00pm on Saturday afternoon. This time window gives homeowners more than 24 hours to get rid of your unwanted stuff. Homeowners may bring household debris, yard waste, twigs, trimmings and roots. It’s impossible to make a list of everything acceptable to throw away because our big houses have lots of stuff to go through. Here is a list of unacceptable things. No paints, chemicals, electronics, refrigerants, tires, or appliances will be allowed.  Please bring your ID with proof of residence because this disposal is for MHE residents only.  It is our hope that you will be recognizable at the dumpster because the Board would like to encourage all of us to get to know our neighbors better.

Our dumpster / chipper day last spring was extended because of the microburst wind on June 6th.  The volume of branches to chip was larger than ever before.  With the increased pickup time, more was chipped than usual but it turned out great because so much got cleaned out. The Board of Directors hopes that you notice the efforts many homeowners have made this summer.  Dead trees were removed, yards watered, many yards were replaced, rocks and driveways were installed and thousands of weeds have been pulled. Improvements had been made on every street this summer. Thank you all for the hard work you have done to help maintain and upgrade our nice neighborhood here. You know who you are.

Our new website looks and feels great.  The Board encourages all of you to take it for a test drive.  There are great pictures, updates, and all homeowner documents are easy to find.  If you haven’t read our Covenants, Conditions, and Restrictions in a long time, please familiarize yourself with these.  Lots of construction and improvements have occurred here this year.  There will be more in our future as MHE homeowners continue to improve.  Our property values have increased.  Your Board of Directors takes very seriously our duty to protect your increased property value for the future.

New Officers Announced to Fill Vacancies

Our Open Ballot Meeting Saturday morning was successful and we have two new Board members: Galen Miller and Vance Kutch.  I want to thank all of the candidates who ran for the vacant Board positions and everyone who helped in the election process.  I especially want to thank Pam Jamieson and Gloria Koshio for helping in the ballot counting as well as our Secretary, Judi Warkentin, who put in many hours throughout this long election process.

Meadow Hills Estates Board Vacancy Open Ballot Meeting

Greetings to All Meadow Hills Homeowners!

This announcement is to notify you of an Open Ballot Meeting that is going to be held at Jarrod Moore’s house at 3545 So. Elkhart St. on Saturday, August 15, 2020, at 9:00 AM.  All homeowners are welcome, but only homeowners are asked to attend due to Covid 19.  The Secretary will be opening the ballots with assistance from two homeowners chosen from those present.  The votes will be counted in full view, and the winners will be announced immediately.

In the way of some background information, there are now only two vacancies on the current Board of Directors because the four vacancies previously created from the resignations of Board members this spring and summer were decreased to two when the number of directors on the Board was decreased from nine to seven by Resolution 10. 

So, the candidates were nominated, the ballots were mailed out, and the returned, completed, mail-in ballots have now been returned by the deadline of August 10, 2020.  Any ballots postmarked after Aug. 10 will unfortunately be automatically disqualified.  But we will complete this election cycle on Saturday and see who our new Board Directors will be.  Remember:  All attendees must wear a mask!
